LeoVegas Affiliates is the in-house affiliate programme of LeoVegas Group, the Swedish-founded mobile casino and sports betting operator that has been part of MGM Resorts International since 2022. One sign-up does not open every door: the programme is organised by brand and market, so publishers apply for specific brand and market combinations and are only allowed to promote what has been approved for their account.

Its general terms are supplemented by market-specific terms for the UK, the MGA market, Sweden, Germany, Italy, the Netherlands, Spain and Ontario. Everything on this page is based on the programme's own website and terms, plus the public licence registers of the UK Gambling Commission, the Malta Gaming Authority and Spelinspektionen, as published in October 2026.

Background and ownership

According to LeoVegas Group's history page, the company was founded in 2011 by Gustaf Hagman and Robin Ramm-Ericson and launched in Sweden in 2012. It gained a UK licence in 2014, bought Royal Panda in 2017, the UK operator Rocket X in 2018 and expekt in 2021, and joined MGM Resorts International in 2022. BetMGM followed in the UK (2023), the Netherlands (2024) and Sweden (2024). Mattias Wedar became CEO in June 2025. On its group website the company now lists 9 brands, 9 licensed markets and more than 1,900 employees.

The affiliate agreement itself is signed with GameTech Marketing Limited, incorporated in Gibraltar (company number 119354); for Danish affiliates or Danish traffic it is Gaming Momentum Limited in Malta. The general terms (version 1.22, effective 31 August 2026) are governed by Maltese law.

Malta Gaming Authority

The MGA licensee register lists LeoVegas Gaming plc (C 59314) with corporate authorisation MGA/CRP/237/2013 for Type 1, 2 and 3 gaming services, status Licensed. The MGA seal for that authorisation names 13 group entities, including Roar Vegas, Royal Panda, LeoEx, Expekt Nordics and Gazelle Co. The register does not map domains to entities, so the links in the table are our reading of the group structure.

UK Gambling Commission

In the UK Gambling Commission public register, LeoVegas Gaming PLC (account 39198) holds active remote casino, bingo and general betting licences; the casino licence dates from 1 November 2014. Six domains are listed as active: 21.co.uk, betmgm.co.uk, betuk.com, leovegas.co.uk, pinkcasino.co.uk and slotboss.co.uk, so all UK-facing brands sit under one British licence.

Nordic and other markets

In Sweden, Spelinspektionen's licence register shows four brands with their own licence holders: LeoVegas (Roar Vegas Ltd), GoGoCasino (Gazelle Co. Limited), expekt (LeoEx Ltd) and BetMGM (MGMNordic Ltd). For Denmark the programme publishes LeoVegas DK and expekt DK campaigns, and its Ontario terms name leovegas.com/en-ca/on and royalpanda.com/en-ca-on. We have not checked the German, Italian, Dutch or Spanish registers. Traffic from restricted territories is not accepted, so confirm which brands are open for your traffic before building content.

Commission models

The standard deal is revenue share on the net revenue of referred players, starting at 25% and rising with monthly performance (as stated on the programme's website, October 2026):

Monthly net revenueRevenue share
Less than €5,00025%
€5,000 – €15,00030%
€15,000 – €30,00035%
Over €30,00040%

CPA and hybrid deals are offered, but no amounts are published; rates are agreed with the affiliate team. The first 50 players on a CPA deal count as a test phase, after which price or volume may be adjusted. Each account carries one payment model, and rates and models can be changed without prior notice.

How net revenue is calculated

Net revenue is gross revenue minus bonuses and promotions, fraud costs, jackpot contributions, gaming taxes, payment costs, chargebacks and an administration fee whose size is not published. It is calculated per brand within each account, so losses on one brand are not netted against another.

Negative carryover and the big-winner rule

A negative month sets your fee to zero, and by default the balance is not carried forward, except for fraud or where negative carryover is agreed in writing. A separate big-winner policy covers any player with at least €10,000 of negative net revenue in a month: that loss is isolated and offset only against the same player's revenue for 12 months, then written off.

Volume thresholds

Fewer than 30 first-time depositors (FTDs) in an account's first 6 months lets the programme treat it as inactive. Over any continuous 6-month period, fewer than 30 FTDs cuts revenue share to 20%; fewer than 60 FTDs over 12 months cuts it to 10%; and fewer than 90 over 18 months can lead to the account being treated as inactive, with fees withheld. Sub-affiliates need prior written approval, and no sub-affiliate commission is published.

Platform, tracking and payments

Each brand has its own login to a third-party affiliate platform that the terms do not name. A player is credited to you if they register within 30 days of the click and deposit within 60 days of registering.

Fees are paid once a month, by the 15th of the following month, provided the account balance exceeds €100, you have sent a valid invoice and registered a payment method. Smaller amounts roll over. Options are Skrill, Neteller and euro bank wire; accounts in Canada or the USA, or without an IBAN, are paid by cheque.

Fee disputes must be raised within 90 days of the end of the month, and amounts unclaimed for 24 months are forfeited. The programme can terminate on 7 days' notice (immediately for breach) and withdraw brands or markets at once; the affiliate must give 30 days' notice.

Compliance and responsible marketing

The general terms require affiliates to follow the advertising rules of every market they target and list the codes for Malta, the UK, Ireland, the Nordics, Spain, Ontario, Italy, Germany and the Netherlands. Brand keyword bidding and advising players on bonus abuse or matched betting are prohibited.

Market rules that stand out
UK: the UK Terms (version 1.0, effective 31 August 2026) state that affiliates must act as if bound by the UKGC's licence conditions and codes of practice and the CAP Code. Ads need an 18+ notice, must not be placed where adults are not reasonably expected to make up at least 25% of the audience (as the UK Terms word it), must carry significant bonus terms next to the offer and #ad-style disclosure, and may not promote offers with wagering above 10 times. Cross-product offers need written approval in advance.
MGA: the MGA Terms require the company name, an MGA reference with licence number, 18+, a responsible gaming message referring to a support organisation and LeoSafePlay, and significant terms on all commercial communications; ads seen in Northern Ireland must say NI excluded.
Ontario: under the Ontario Terms, affiliates may not advertise bonuses or inducements for the Ontario sites, must not target anyone under 19, and must not promote unregistered operators to Ontario players.
Sweden: the Sweden Terms require Spela ansvarsfullt, Stödlinjen and spelpaus.se on every ad and rule out direct marketing by affiliates.

For a broader overview of how these rules affect publishers, see our guide to iGaming affiliate marketing and our page on responsible gambling.

  • Big winners of €10,000+ are isolated and offset for up to 12 months

  • Separate accounts per brand and market add administration for multi-market publishers

Our assessment

Based on the published terms and the licence registers, LeoVegas Affiliates is one of the more transparent operator programmes in regulated markets: public revenue share tiers, no negative carryover by default, detailed market terms, and a solid licence base with a corporate MGA authorisation, one UKGC licence for all UK brands and separate Swedish licence holders.

The terms still favour the operator. Volume thresholds are tough on small or new sites, the administration fee is unknown in advance, and the big-winner rule can weigh on earnings for a year. Read the market terms for every country you target and get CPA, hybrid and fee details in writing. You can compare it with other programmes such as ComeOn Connect and 2RBO Affiliates, or browse our affiliate programme overview.

Are the LeoVegas brands licensed by the MGA and the UKGC?
